Does the 15 experiments limit on Growth count paused and archived ones?

I am planning our 2027 experiment roadmap and Growth lists 15 experiences/experiments. Before I organise the roadmap I need the counting rule pinned down.

An experience can be Draft, Active, Paused, Scheduled or Archived. So the question is whether all of those count against the 15, or only the active ones. If archived experiments still count then I have to be much more careful about how many I create over the year. How do you organise this in practice?
